Uttar Pradesh Government Commits to Supporting Investors, Says MSME Minister Rakesh Sachan at Trade Show
MSME Minister Rakesh Sachan affirmed Uttar Pradesh's investment potential and government backing during the India-Russia Business Dialogue at UPITS 2025. He expressed confidence in achieving USD 30 billion trade with Russia by 2025.
Uttar Pradesh is a promising destination for investments, with the state government fully committed to assisting investors, according to Rakesh Sachan, Minister of Micro, Small and Medium Enterprises (MSME). Speaking at the Uttar Pradesh International Trade Show (UPITS) 2025 in Greater Noida, Sachan addressed the India-Russia Business Dialogue, highlighting the state's potential for growth and collaboration.

Sachan welcomed Russian officials and business leaders, stating that the dialogue would enhance business relations between India and Russia. He noted that under Prime Minister Narendra Modi's leadership, India is advancing towards becoming a developed nation. Meanwhile, Chief Minister Yogi Adityanath is driving Uttar Pradesh's development to new heights.
India-Russia Strategic Partnership
The India-Russia partnership has evolved from aiding India's industrialisation to a strategic alliance covering defence, energy, space, and more. Sachan highlighted that trade between the two nations has reached unprecedented levels recently. India aims to boost trade with Russia to USD 30 billion by 2025, a target Sachan believes is achievable.
During the UPITS inauguration, Sachan mentioned Modi's emphasis on the MSME sector's significance. Uttar Pradesh hosts around 90 lakh MSME units, employing about 15% of its population. Initiatives like One District, One Product have helped local artisans and entrepreneurs reach global markets.
Investment Opportunities in Uttar Pradesh
With over 25 crore people, Uttar Pradesh offers a vast market for investors. Industries in the state thrive at both production and consumption levels. Sachan encouraged Russian partners to contribute to industrial growth through advanced technology.
Sachan described UPITS as more than an exhibition; it connects nations and propels state development. He expressed confidence that the event would strengthen India-Russia business ties while creating new investment and employment opportunities.
Inauguration of India-Russia Business Dialogue
Alok Kumar, Additional Chief Secretary of Uttar Pradesh, inaugurated the India-Russia Business Dialogue at UPITS. Zlata Antyusheva, Deputy Head of Russia's Economic Department, moderated the session. Deputy Trade Commissioner Evgeny Zhenchenko delivered a welcome address. Antyusheva expressed optimism about deepening bilateral business relations.
Sachan emphasised that Uttar Pradesh represents a sustainable market for investors due to its large population. He urged Russian partners to help drive industrial growth with advanced technology. The trade show's significance lies in connecting nations and advancing state development.
The cooperation between India and Russia has strengthened over recent years. This partnership now encompasses various sectors beyond initial industrial support. The ongoing dialogue aims to further solidify these ties and explore new avenues for collaboration.
