The Kerala government has declared a public holiday on December 11, 2025, for all public offices, educational institutions, and paid holidays for commercial establishments in connection with the second phase of the Kerala local self-government (LSG) elections 2025. This decision aims to ensure maximum voter participation across the state.

All government and private schools, colleges, universities, and training centres across Kerala will remain closed on December 11. Parents and students have been advised to contact their respective institutions for any clarifications regarding schedules and pending academic activities.

Public and paid holidays will be observed in districts going to polls on December 11. The holiday will apply to:

  • Thrissur
  • Palakkad
  • Malappuram
  • Kozhikode
  • Wayanad
  • Kannur
  • Kasaragod

The declaration is intended to facilitate voter turnout in the second phase of elections.

Special Leave Benefits for Employees on Duty Today

The government has issued clear guidelines for employees who may not be physically present in their voting district on election day due to official duties.

As per the directive:

Government employees on duty in districts without a holiday on December 11 will receive Special Leave Provision to vote if their polling booth is located in a constituency going to election.

This special leave cannot be combined with other leave types such as Casual Leave (CL), Commuted Leave, or Earned Leave.

The leave is provided purely to enable voter participation and will be considered an additional facility.

School, Offices, Liquor Shops & More: What Will Be Open or Closed Today on 11 December 2025

Due to the election and model code of conduct guidelines, several establishments will remain shut on December 11:

What Will Remain Closed Today

  • All government offices
  • Educational institutions (schools, colleges, universities, training centres)
  • Public-sector undertakings (PSUs)
  • Most private offices, shops, and commercial establishments (with paid leave for employees)
  • Bars, toddy shops and liquor outlets

In Thrissur and northern districts, a dry day is in effect from 6 PM on December 9 until the end of polling on December 11. All bars, toddy shops, and liquor outlets within a 5-km radius of polling stations must suspend operations.

What Will Remain Open Today

Essential and emergency services will operate without disruption. Check the list below:

  • Hospitals, clinics, pharmacies, emergency care
  • Police, fire, water, and power utilities
  • KSRTC buses, public transport, and essential travel services
  • Hotels, restaurants, and tourism-related services (subject to district instructions)
  • Local shops may open but must allow employees to step out to vote

Wine Shops Closed Today in Telangana on December 11 During Panchayat Polls

Meanwhile, Telangana has also announced restrictions in view of its first phase of Gram Panchayat elections on December 11. The state's Excise Department announced that wine shops, bars, and restaurants serving alcohol in election-bound areas will remain closed from 5 PM on December 10 until the completion of polling on December 11.

Local Body Election in Kerala Today; Time, Polling & Other Details

The Kerala LSG elections are being held in two rounds on December 9 and December 11 from 7 AM to 6 PM. Counting of votes is scheduled for December 13. Polling will take place in 1,199 of the 1,200 local bodies in the state.
