India GST Collections November 2025: Rs 1.70 Lakh Crore with Marginal 0.7% Growth; Net Revenue Rises 1.3%
India's Goods and Services Tax (GST) collections for November 2025 stood at Rs 1,70,276 crore, reflecting a marginal 0.7% growth compared to the previous month. The gross domestic GST revenue fell 2.3% year-on-year to Rs 1,24,299 crore. Breaking it down, Central GST (CGST) collections were recorded at Rs 34,843 crore, State GST (SGST) at Rs 42,522 crore, and Integrated GST (IGST) at Rs 46,934 crore.
November 2025 GST Collections: India Records Rs 1.70 Lakh Crore with Marginal 0.7% Growth
Import-related IGST saw a notable increase of 10.2%, rising to Rs 45,976 crore in November. This surge helped lift the total gross GST revenue to Rs 1,70,276 crore, marking a slight 0.7% increase over November 2024. Netting out refunds, which declined 4% to Rs 18,196 crore, the net GST revenue stood at Rs 1,52,079 crore, registering a modest 1.3% growth year-on-year.

Domestic and Export Revenue Trends
Domestic GST revenue, after adjusting for refunds, fell 1.5% to Rs 1,15,558 crore. However, net collections from exports and imports showed a robust growth of 11.6% to Rs 36,521 crore. Overall, total net GST revenue for the April-November 2025 period rose 7.3% year-on-year to Rs 12.79 lakh crore.
Compensation Cess Collections Plummet
Compensation cess collections showed a sharp decline in November 2025. Domestic cess collections fell significantly to Rs 4,737 crore from Rs 12,398 crore in the same month last year. Net cess revenue dropped to Rs 4,006 crore, highlighting continued pressure on compensatory funds.
State-wise GST Collections for November 2025; Kerala in Top
State-wise analysis of GST collections for November 2025 reveals a mixed performance across India. Kerala led the positive growth chart with SGST rising by 7%, reflecting robust domestic economic activity in the state. Maharashtra also reported steady growth, with SGST increasing by 3%, while Bihar recorded a modest rise of 1%.
On the other hand, several states faced significant declines in SGST collections. Himachal Pradesh saw a sharp contraction of 15%, Mizoram recorded the steepest drop at 41%, and Jammu & Kashmir experienced a decline of 14%, highlighting regional disparities in tax revenue performance.
Rajasthan's post-settlement SGST fell by 4% to Rs 3,954 crore, while Uttar Pradesh also saw a 4% decline to Rs 7,667 crore. Gujarat, in contrast, witnessed a slight improvement, with SGST rising by 1% to Rs 6,723 crore.
Overall, despite the mixed state-wise performance, cumulative SGST post-settlement collections for all states rose 6% year-on-year, reaching Rs 6.78 lakh crore, reflecting a moderate but positive growth trend in domestic indirect tax revenues.
