HPTDC Chairman Raghuvir Singh Bali Requests Review of Outsourcing Decision for 14 Hotels
Raghuvir Singh Bali, Chairman of the Himachal Pradesh Tourism Development Corporation (HPTDC), has urged the state government to reconsider its plan to outsource 14 underperforming hotels. He suggested that a detailed feasibility and viability study should be conducted for these loss-making units before any decision is made.

Recently, the state cabinet, led by Chief Minister Sukhvinder Singh Sukhu, approved the transfer of these hotels to private operators under an operation and maintenance model. This move aims to revive the struggling units and enhance service quality. However, Bali believes a thorough analysis of data and performance figures is necessary before proceeding.
HPTDC's Financial Performance
Bali highlighted that HPTDC is financially self-sustaining, with an annual turnover exceeding Rs 100 crore. The corporation has also cleared old liabilities amounting to Rs 40 crore. He expressed optimism that with proper renovations, the turnover could potentially reach Rs 200 crore.
The hotels slated for outsourcing include Hotel Hill Top in Swarghat, Hotel Lakeview in Bilaspur, and several others across the state. Despite this decision, Bali noted that the board of directors had not submitted any proposal regarding this matter to the government.
Concerns Over Outsourcing Decision
Bali raised concerns that the cabinet might not have had all necessary information when making this decision. He urged Chief Minister Sukhu to reconsider the outsourcing plan. Currently, HPTDC operates a total of 54 hotels across Himachal Pradesh.
He emphasised that securing funds from the government for renovating these hotels could significantly boost their performance and revenue potential. Bali's call for a reassessment reflects his commitment to ensuring informed decisions that benefit both HPTDC and the state's tourism sector.
The proposed outsourcing includes properties like Hotel Bhagal in Dadlaghat, Hotel Mamleshwar in Chindi, and Hotel Apple Blossom in Fagu. Other hotels on the list are located in Parwanoo, Kharapathar, Rohru, Rajgarh, Kullu, Kasauli, Dharamshala, and Jogindernagar.
Bali's appeal underscores the importance of evaluating all aspects before implementing significant changes in management strategies. His focus remains on enhancing HPTDC's operational efficiency while maintaining its financial health.
