Himachal Pradesh Allocates Rs 22.18 Crore for Computerisation of 870 PACS and Selects 919 More

The Himachal Pradesh government has spent Rs 22.18 crore on the computerisation of 870 Primary Agricultural Credit Societies (PACS) and selected an additional 919 for the next phase. This initiative aims to enhance transparency and efficiency in cooperative societies.

The Himachal Pradesh government has computerised 870 Primary Agricultural Credit Societies (PACS) at a cost of Rs 22.18 crore, according to Deputy Chief Minister Mukesh Agnihotri. This marks the completion of the first phase of a broader initiative aimed at modernising these societies. In the next phase, 919 PACS will undergo computerisation, with a total budget of Rs 53 crore allocated for this purpose.

Computerisation and Transparency

Agnihotri emphasised that the state is committed to integrating cooperative societies into a digital framework. This effort aims to enhance transparency, efficiency, and accountability within these organisations. The initiative is not merely about technological upgrades but also about fostering social trust and improving economic governance.

To further bolster transparency, the societies are being linked to the National Cooperative Database. This connection will allow for Geographic Information System (GIS)-based monitoring, which is expected to improve transparency in administrative decisions and policy-making. The move is anticipated to reduce embezzlement and irregularities in these societies.

Training and Audit Mechanisms

To strengthen auditing processes, the Cooperation Department has appointed 30 master trainers. These trainers will educate auditors throughout the state, with the goal of completing audits for all cooperative societies by 30 September 2025. This step is crucial for ensuring accountability and transparency in financial operations.

In addition to computerisation, the state plans to transform 1,153 PACS into Common Service Centres (CSCs). These centres will offer over 300 digital services, including Tele-Law, Telemedicine, pensions, certificates, and banking services. This initiative aims to provide rural residents with access to government services within their own villages.

Agnihotri highlighted that public funds are involved in these societies, making transparency in their operations essential. The comprehensive computerisation programme is designed to modernise the cooperative sector and ensure that these societies operate more transparently and effectively.

The state's efforts reflect a commitment to modernising its cooperative sector through digital means. By doing so, it aims to build trust among stakeholders and improve governance across its agricultural credit societies.
