Election Commission Extends SIR Deadline to Dec 11: New Draft Roll, Final Roll Dates & Full State-Wise Details

The Election Commission of India has officially extended the SIR form submission deadline for the ongoing Special Intensive Revision (SIR) 2025 across nine states and three Union Territories, pushing the last date from December 4 to December 11.

The change in the SIR deadline affects registered electors in 12 states/UTs, including Andaman and Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal. All eligible voters in these regions are now required to submit their SIR forms to their respective Booth Level Officers (BLOs) by December 11, after which the forms will be uploaded to the ECI's ECINet portal as part of the nationwide digitisation effort.

New Dates for Draft Electoral Roll and Final Electoral Roll

With the extended SIR form submission last date, the draft voter list or draft electoral roll will now be published on December 16, 2025, instead of the earlier release date of December 9.

As per the revised timeline, all enumeration forms submitted on or before December 11 will be included in this draft.
The final electoral roll for 2026 will now be released on February 14, 2026, replacing the previously announced date of February 7. This updated schedule has been communicated by the Election Commission to the Chief Electoral Officers of all 12 states and UTs.

Why the Election Commission Extended the SIR Deadline

While the Election Commission did not cite a specific reason for the date change, official statistics show that 99.53% of enumeration forms for over 51 crore electors have already been distributed, and 78.97% of these forms have been digitised. The extension gives electors more time to submit forms for more accurate voter rolls ahead of major elections.

What Is the Special Intensive Revision (SIR)?

The Special Intensive Revision 2025 is being conducted by the ECI, which is a major shift from the traditional Special Summary Revision (SSR), which updated voter rolls annually. The SIR electoral roll update prepares voter lists fresh from the beginning, instead of simply modifying existing records. The SIR process was first launched on June 24 in Bihar before the Assembly elections. After the revision, Bihar saw a 6% reduction in registered electors, which was due to the removals of dead, shifted, or absent voters.

Following the Bihar revision, the Election Commission October 27 SIR schedule was issued for the remaining 12 states and UTs. The rest of India will be covered in later phases, ensuring a complete national voter list cleanup.
For the first time in two decades, the Election Commission is updating electoral rolls using the reference date of the last intensive revision carried out in each state, many of which date back to the early 2000s.
