The Election Commission of India (ECI) has issued a detailed notification listing 13 valid documents that can be used as proof of eligibility under the Special Intensive Revision, or SIR 2.0, of electoral rolls. This large-scale voter list update is being conducted across 12 states and union territories, namely Andaman & Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal.

What is SIR?

SIR stands for Special Intensive Revision, which is a comprehensive, door-to-door verification and correction drive launched by the Election Commission of India to update electoral rolls in selected regions. SIR is different from regular annual or summary revisions, as it is a rigorous, time-bound exercise to make sure that every eligible citizen is included in the voter list. This will also remove duplicate entries such as those of deceased or migrated persons.

According to ECI, the SIR process will begin when existing electoral rolls are found to be outdated, inaccurate, or ahead of any major elections. During this process, Booth Level Officers visit households to verify voter information, accept new applications, and remove invalid entries.

Full List of 13 Documents Accepted for SIR 2.0 Electoral Roll Revision

The Election Commission has clarified that the following 13 documents can be used as proof of identity, age, or residence during the SIR 2.0 verification process:

  • Identity card or Pension Payment Order from Central/State Government or PSU.
  • Government-issued identity card, certificate, or document from a local authority, bank, post office, LIC, or PSU before July 1, 1987.
  • Birth certificate issued by a competent authority.
  • Passport issued by the Government of India.
  • Matriculation or educational certificate from a recognised board or university.
  • Permanent residence certificate from the competent state authority.
  • Forest Right Certificate issued by an authorised agency.
  • OBC/SC/ST or caste certificate issued by the competent authority.
  • Record from the National Register of Citizens (NRC) where applicable.
  • Family register prepared by state or local authorities.
  • Land or house allotment certificate issued by the government.
  • Aadhaar card (only as proof of identity, not citizenship).
  • Extract from the Bihar SIR electoral roll as of July 1, 2025.

Aadhaar Not Sufficient as Standalone Proof

The Election Commission of India has made it clear that Aadhaar alone is not sufficient to prove citizenship or age. Voters submitting Aadhaar for SIR 2.0 must also attach another eligible document if required for verification.

Who Needs to Submit These Documents?

These documents are mandatory for voters and individuals who are not linked & cannot locate themselves or their family members in the previous SIR voter rolls. Other voters whose details are already linked can simply fill out the new enumeration forms, updating any necessary information.
