Dog-Free Delhi: Supreme Court Orders Stray Dogs Be Moved to Shelters Within 8 Weeks

The Supreme Court has instructed Delhi officials to relocate stray dogs to shelters due to a surge in dog bite incidents. The court described the situation as "extremely grim" and urged immediate action from the Delhi government and municipal bodies. This directive aims to protect the public, especially children, from potential rabies infections caused by dog bites.

On June 10, 2025, workers from the MCD Veterinary department were seen capturing stray dogs in Daryaganj, New Delhi. This action follows the court's order for authorities to remove stray dogs from all local areas without delay. The court emphasized that these dogs should be housed in designated shelters rather than being left on streets or public spaces.

Supreme Court's Directives

The bench of Justices J B Pardiwala and R Mahadevan specified that shelters should be established to accommodate approximately 5,000 stray dogs. They also stressed the need for adequate personnel to sterilise and immunise these animals. The court warned that anyone obstructing this process would face strict legal consequences.

In addition to housing the dogs, the Supreme Court directed authorities to set up a helpline within a week. This helpline is intended for immediate reporting of dog bite cases, ensuring swift response and management of such incidents.

Public Safety Concerns

The court's decision was driven by concerns for public safety, particularly for infants and young children who are vulnerable to dog bites leading to rabies. The justices highlighted that these measures are in the larger interest of public health and safety.

This move comes after the court took suo motu cognisance on July 28 of a media report detailing a dog bite incident resulting in rabies in Delhi. The report underscored the urgent need for effective management of stray dogs in urban areas.

Authorities have been urged to act swiftly and efficiently in implementing these directives. The focus remains on creating a safer environment for residents while ensuring humane treatment of stray animals through proper sheltering and care.
