Delhi, Maharashtra, and Chandigarh Excel in Niti Aayog's Electric Mobility Index for 2024
Niti Aayog's India Electric Mobility Index 2024 highlights Delhi, Maharashtra, and Chandigarh as leaders in EV adoption and infrastructure readiness. The index evaluates states on various indicators to support India's electric mobility goals.
Delhi, Maharashtra, and Chandigarh have taken the lead in Niti Aayog's inaugural India Electric Mobility Index (IEMI). This index evaluates electric vehicle (EV) adoption, charging infrastructure readiness, and EV technology and innovation. The report, titled "India Electric Mobility Index 2024," assessed all states and Union Territories using 16 indicators across these themes.

In the realm of transport electrification, Delhi and Maharashtra are at the forefront. Haryana, Karnataka, Ladakh, and Himachal Pradesh excel in preparing charging infrastructure. For EV research and innovation, Delhi, Tamil Nadu, Maharashtra, Karnataka, Haryana, and Telangana are leading the way. The IEMI dashboard and report were launched by Niti Aayog member Rajiv Gauba.
Electric Mobility Progress
The IEMI offers a transparent framework to compare progress in electrification, infrastructure, and innovation. It highlights the need for state-level coordination and cross-sectoral collaboration to achieve India's electric mobility vision. By identifying strengths and gaps, the index helps states align with national goals while addressing local needs.
India's e-mobility sector has seen a major shift over the past decade. In 2018, EVs made up just 0.5% of total vehicle sales. By 2024, this figure rose to 7.7%, with over 6.5 million EVs on Indian roads by June 2025. Charging infrastructure plays a crucial role in EV adoption.
Charging Infrastructure Growth
As of October 2024, India had 25,000 public EV charging stations. Karnataka leads in installations. According to Niti Aayog, 29 states and Union Territories have notified EV policies, with four more in draft stages. These policies drive local action through incentives and regulatory support aligned with national goals.
The rise in India's EV market was notable in 2024. Private vehicle adoption of electric two-wheelers and cars reached 5.3%, with over 12 lakh EVs registered that year. The report underscores the importance of charging infrastructure as a key enabler for EV adoption.
The IEMI highlights how states can leverage their strengths to enhance electric mobility efforts. By focusing on integrated planning and collaboration across sectors, India aims to meet its electric mobility objectives effectively.
