Delhi Government Requests Departments to Submit Realistic Budget Estimates for 2026-27

The Delhi government has begun preparing the Budget for 2026-27. Departments have been instructed to submit their estimates by late August, according to officials. The finance department has circulated a notice requesting departments to provide revised estimates for 2025-26 and Budget estimates for 2026-27.

These submissions are due to the director of the budget in the finance department by August 25. Pre-budget and revised estimate meetings are set to commence in early September. Departments have been urged to base their estimates on a realistic assessment of fund requirements that can be utilised within the financial year.

Realistic Budget Assessments

The circular highlighted that actual spending often falls short of original Budget estimates. Audits have criticised unnecessary supplementary demands that lack realistic Budget assessments. It was also noted that departments sometimes re-appropriate funds despite not fully utilising their original budget allocations.

Instances were found where actual expenditure at the end of the financial year either exceeded or fell short of Budget provisions. Departments have been instructed to ensure Budget proposals undergo examination by integrated financial advisors for correct accounting classification before submission.

Pre-Budget Meetings Scheduled

The finance department emphasised the importance of realistic fund assessments. This ensures departments can effectively utilise allocated resources during the financial year. The directive aims to prevent discrepancies between estimated and actual expenditures, which have been a recurring issue.

Meetings on pre-budget and revised estimates will begin in September's first week. These discussions will focus on aligning departmental needs with realistic financial planning, ensuring efficient use of funds throughout the fiscal year.

By addressing these issues, the Delhi government aims to improve financial management and accountability across its departments. This process is crucial for maintaining fiscal discipline and ensuring that public funds are used effectively and efficiently.
