Over 1 Crore Ration Cards to Be Cancelled by September 30; Centre Cracks Down on Ineligible PDS Beneficiaries
In a major crackdown on misuse of welfare benefits, the Central Government has directed all state governments to identify and delete over 1 crore ineligible ration card holders from the Public Distribution System (PDS). The move comes after it was found that a large number of beneficiaries availing free ration under the National Food Security Act (NFSA) are not eligible due to their high income levels, tax-paying status, or ownership of four-wheelers.
Free Ration Scheme Crackdown
States have been instructed to verify these cases and remove ineligible beneficiaries by 30th September 2025. The aim is to ensure that only deserving individuals benefit from the National Food Security Act (NFSA). As of August 19, there were 19.17 crore ration cards issued across India, covering 76.10 crore beneficiaries.

This list was created by cross-referencing ration card details with databases from the Income-Tax department, Ministry of Corporate Affairs, and Ministry of Road Transport & Highways.
The Department of Food and Public Distribution conducted a thorough data cross-verification exercise. They matched the Ration Card Management System (RCMS) data with various government databases. This effort aims to strengthen the targeting of resources under the Targeted Public Distribution System (TPDS).
Who is Not Eligible for Free PDS Ration?
As per the NFSA guidelines, the following individuals and households are not entitled to receive free or subsidised food grains under the PDS:
- Government employees (both state and central)
- Households with an annual income of Rs 1 lakh or more
- Individuals or families who own four-wheelers
- Income tax payers
- Company directors
These categories are considered economically stable and hence excluded from welfare benefits targeted at low-income groups. The government aims to ensure that the scheme reaches only the genuinely needy.
Under the NFSA, all government employees, households with annual income of Rs 1 lakh or more, four-wheeler owners and taxpayers are explicitly disqualified from receiving subsidized grain. As of August 19, a total of 19.17 crore ration cards have been issued, benefiting 76.10 crore individuals across 36 states and union territories.
Union Food Secretary Sanjeev Chopra, in a July 8, 2025 communication to state chief secretaries, clarified that discrepancies such as duplicate, deceased, or inactive ration-card entries must be rectified through field verification. He emphasised that the states bear the responsibility to cleanse their databases and was confident that such efforts would allow eligible, left-out households to be added in their place.
